Ukrainian President Volodymyr Zelensky Declares Absence of Explicit Defense Guarantee from European Partners

President Zelensky has stated that Ukraine's partners in Europe have not given him concrete pledges that they will protect his country in the case of a new Russian aggression.

"I continue to pose this critical question to every one of our allies and I have not received a clear, unambiguous answer yet," he stated to the press on midweek.

His comments come a day after Britain and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to end the invasion, was reported to have abstained from signing such a commitment at talks in Paris on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which included some 30 countries that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron subsequently indicated a significant number of soldiers may be sent.

Allies proposed that the US would take the lead in monitoring a truce. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

Moscow has not yet commented on the declaration made in the French capital.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "an essential component of our dedication to stand with Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

Zelensky hailed that agreement as a "huge step forward".

A day later, however, he appeared less optimistic.

"I perceive the determination, the political will, and that the partners are ready, and the allies are willing to give us strong sanctions, strong security guarantees," he said when questioned if European countries would come to Ukraine's aid.

"But as long as we don't have such security guarantees - formally ratified, endorsed by legislatures, supported by the United States Congress - this crucial issue cannot be answered. And should they materialize, you still have to rely first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also significant owing to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on finalizing security arrangements.

Recently, the President indicated a settlement was "ninety percent complete".

Territorial concessions and security guarantees have been at the center of outstanding matters for negotiators.

Putin has repeatedly warned that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.

Moscow currently controls about three-quarters of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The two regions constitute the Donbas industrial heartland.

Attacks have been escalating against cities in Ukraine - with a focus on energy infrastructure. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with drones, albeit with more limited success.
