Britain and France Plan to Send Forces to the Country if a Peace Agreement is Agreed

Placeholder Diplomatic Meeting

The British and French governments have signed a statement of purpose concerning the stationing of troops in the nation in the event a peace deal be made with Russia, the UK Prime Minister, Keir Starmer, has declared.

After discussions with allied nations in Paris, he noted that the UK and France would "establish defense centers across Ukraine and erect fortified structures for military hardware and military equipment" to discourage any future invasion.

The allied nations also proposed that the United States would assume leadership in monitoring a truce.

Moscow has repeatedly warned that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has so far not issued a statement on this recent declaration.

Background and Ongoing Hostilities

The Kremlin's head Vladimir Putin initiated a major offensive of Ukraine in the start of last year, and Russian forces at this time occupies approximately 20% of Ukraine's sovereign soil.

"This is a vital part of our vow to be alongside Ukraine for the duration," remarked the British leader.

Top officials and top officials from the "Partner Group" took part in the recent discussions.

He stated at a shared media briefing, Starmer further said: "It establishes the framework for the juridical structure under which British, French, and partner forces could operate on Ukraine's territory, protecting Ukraine's air and maritime domains, and rebuilding Ukraine's armed forces for the years ahead."

The UK prime minister also stated that the UK would be involved in any US-led confirmation of a possible cessation of hostilities.

Protection Pledges and Negotiation Stances

Senior American diplomat Steve Witkoff stated that "durable defense assurances and robust prosperity commitments are essential to a lasting peace" in Ukraine – mentioning a central requirement made by the Ukrainian government.

Witkoff indicated the partner nations had "substantially agreed on" their work on establishing such pledges "so that the Ukrainian people know that when this hostilities ends, it ends permanently."

Jared Kushner, ex-President Donald Trump's advisor, also participated in the discussions.

Separately, President Macron Emmanuel Macron stated that Ukraine's supporters had made "significant headway" at the negotiations.

He added that "comprehensive" defense assurances for the Ukrainian government had been settled upon in the instance of a prospective ceasefire.

President Volodymyr Zelensky commented that a "huge advance" had been made in the talks, but cautioned that he would only consider efforts to be "adequate" if they led to the cessation of the fighting.

Earlier, the Ukrainian leader said a settlement was "90% ready". Agreeing on the remaining 10% would "determine the fate of the agreement, the fate of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the center of key disagreements for diplomats.
  • The Russian President has repeatedly warned that Kyiv's military must retreat from the entirety of Ukraine's eastern Donbas or Russia will occupy it, rejecting any middle ground over how to end the war.
  • The Ukrainian President has thus far ruled out giving up any land, but has proposed that Ukraine could move its troops to an agreed point – but only if Russia reciprocates.

Russia presently occupies about 75% of the Donetsk region and around 99% of the adjacent Luhansk. The pair of oblasts form the area of Donbas.

The original US-led multi-point proposal that was circulated to the media last year was seen by Kyiv and its European allies as being heavily skewed in Moscow's direction.

This led to weeks of focused discussions – with all sides trying to amend the document.

Last month, Kyiv sent the US an revised proposal – as well as additional documents describing potential defense assurances and plans for Ukraine's recovery, Zelensky stated.
